Notes: On January 31, 1905, State Representative M. Howard Jester introduced a bill in the state legislature to regulate the use of automobiles for both residents and non-residents who drive in Delaware. Among other requirements, the bill would require the registration number to be displayed on a tag wth numbers three inches in height. However, the state did not provide these tags, so automobile owners were responsible to get a plate made, usually done at a leather shop or a porcelain sign shop. The bill passed the House on March 16, 1905, the Senate passed the bill on March 23, 1905, and Governor Preston Lea signed the bill into law on April 6, 1905. Very few plates are known in collections today from this era. Motorcycle and Dealer Class numbers are part of Passenger series for these years.

Notes: On September 5, 1939, Motor Vehicle Commission Zack W. Wells unveiled a plan to change the serial format of plates to a county-coded system starting in 1940. There was public outcry about this change through the rest of 1939 but Wells pushed back several times, stating that the order was already in place and could not be changed without incurring a large expense. On January 6, 1940, the newly-appointed Motor Vehicle Commissioner William D. Denney announced that he was able to cancel the order, leaving the current numbering system in place. Notes: In early 1941, State Senator Harold W. T. Purnell introduced a bill that would create a permament license plate with room for inserts that would be updated every year. State Highway Commission Chairman Francis V. du Pont was a big proponent of this plan and helped to bring it to fruition. In fact, he received the first number issued (#65000) on the new permament plates. There were three variations of white on black porcelain plates: (1) the initial run produced by the Baltimore Enamel & Novelty Co. (July 1941 - 1945), (2) a short run produced without the diamond separator (1945 only) and (3) the final run produced by Lansdale Porcelain, with dies matching the dies used on Pennsylvania license plates of the same era (1945 - Early 1947). Notes: The state switched to stainless steel plates in early 1947. These plates featured numbers that were spot riveted onto the plate and tab slots to continue using the same style of tab that had been in use up to that point. In late 1950/early 1951, reflective Scotchlite tape was applied to numbers. Number 100000, issued to Governor Bacon, was reached in April 1949. The United States mandated that all license plates measure 6" x 12" starting in 1956. Delaware was the last state to switch to this new standard in 1958. Number 1 reserved for Governor.
