Commercial
Prior to 1923, commercial vehicles used plate numbers from the regular Passenger series. The Commercial plate type began as its own type in 1923. From 1923 through 1928, Commercial plates used reserved number blocks from the Passenger series and the plates were oval-shaped, instead of rectangles. The "C" prefix we still see today began in 1929. Plates were still issued annually and in pairs. Manufacturers are largely unknown but a November 8, 1937 article in "The News Journal" states that 1938 plates would be made by Grote Brothers in Bellevue, KY, "the same firm which have made the tags for the past few years." Modern C tags are issued in blocks by the 100,000, see notes below for more information.

This is referred to as the "Restamp" base because the "DELAWARE", which was embossed on the black stainless steel plates, was stamped out for this base. The three sizes for this base match the three sizes offered during the stainless steel era.

Beveled edges around plate added around March 2010. Numbers issued in blocks by the 100,000. Five-number "C/L" plates were already exhausted by the time this base started, so no new registrations are observed on this base.
History of C/L plates: C/L started in July 1984 when the C series hit C99999. I interviewed former DMV Commissioner Bob Voshell a number of years ago and he told me they picked "C/L" because it was the first and last letters of the word “Commercial”. C/L is simply an overflow series for C tags. The DMV continued only issuing C/L tags through 2002, when they reversed their decision and began to issue "C100000" and above. C/L tags were (and still are) issued contemporaneously with C tags. The C/L 9000 block was issued in the early 2000s for an unknown reason. The lowest number observed in this block is "C/L 9001" and the highest is "C/L 9949", both on the Waldale 3 base (see below for base examples). Numbers have also been observed on the Waldale 1 base, and "C/L 9710" has been observed on the Centennial base. C/L 100000 and above is reserved for Apportioned plates, but a handful of 6-number non-Apportioned "C/L" plates have been observed.
