Notes: On September 5, 1939, Motor Vehicle Commission Zack W. Wells unveiled a plan to change the serial format of plates to a county-coded system starting in 1940. There was public outcry about this change through the rest of 1939 but Wells pushed back several times, stating that the order was already in place and could not be changed without incurring a large expense. On January 6, 1940, the newly-appointed Motor Vehicle Commissioner William D. Denney announced that he was able to cancel the order, leaving the current numbering system in place. Number 1 reserved for Governor. Number 2 reserved for Lt. Governor. There is no dated 1940 Delaware license plate.
