Chapter 78 of Delaware law authorized registration plates for amateur/ham radio operators, effective May 20, 1953. The earliest plates had 3-31-54 expiration tabs. Despite this type starting during the time when most other plates were on the stainless base, this type was produced on black/white porcelain and continued to be produced on black/white porcelain until the switch to blue and gold in late 1958.
