Notes: SB 109, signed by Governor Carper on July 2, 1997, adds motorcycles to the list of vehicles that may receive a handicapped plate. Handicapped Motorcycle plates are "cover plates", just like a Handicapped plate is a cover plate on a car. This means that the registrant pays for the tag number and the HP number, and both are displayed on the sticker. It's unknown when the "HP" became smaller.

- Full-size "HP": HP88 (only plate observed on this format)
- Smaller "HP": HP 181 - HP 259

Notes: The state switched its license plate manufacturer in July 2002 but it's believed that enough plates from the previous base were in stock to be distributed long past the changeover date. HP Motorcycle plates have an assigned MC number but the number on the plate is a number from the general Handicapped series. See third picture below.
